UCLA MAE “Piecemeal” Bargaining

UCLA’s Mechanical and Aerospace Engineering department provided notice of its intent to change its policy whereby the department would appoint lab course Teaching Assistants to variable appointment percentages between 25% and 50% FTE. When UAW 4811 requested to bargain over these changes as part of successor negotiations, UCLA refused and insisted on bargaining over this policy in isolation in violation of the University’s obligation to bargain in good faith under HEERA.

UCLA Design Media Arts Professional Fees

UCLA’s Design Media Arts department unilaterally announced that it will charge a new $9,000/year “Professional Degree Supplemental Tuition” fee to graduate students employed in the bargaining unit. This change was made without providing notice or an opportunity to bargain over changes or effects.

Bargaining Requests for Information

UC management failed to respond or insufficiently responded to over 50 requests for information (RFIs) made by UAW 4811 regarding wages, health benefits, and other critical information necessary and relevant to bargaining.

UCLA Math Arrests

UCLA engaged in unlawful interference and retaliation in response to union activity by forcefully ejecting union members from a delegation to the Dean of Physical Sciences and arresting two union members.

UCLA and UC Berkeley TA Appointment Caps

UCLA’s English and Ecology and Evolutionary Biology (EEB) departments, as well as UC Berkeley’s Math department, unilaterally announced new policies limiting the hiring of individuals as TAs after 12 quarters of employment and 5 years of enrollment. The changes were made without providing notice or an opportunity to bargain over changes. UCLA also failed to provide a response to requested information about the policy changes in the English department.
